I reckon Neil Jordan totally nicked that idea from the Ramones film, where the same track is used in exactly the same way (aerial tracking shot to set scene at the beginning of film.)
Haven’t seen that film but have you ever listened to the audio commentary for Breakfast on Pluto? Neil Jordan talks about what house parties were like in the London Irish community in the Seventies: “everyone would be talking about Peter Green’s acid trip and there’d be one guy in the corner going on about joining the IRA”.
